AI Governance and Safety Research brings together interdisciplinary and global research on the governance and regulation of artificial intelligence. Supported by the Royal Academy of Engineering in London, it contributes evidence and policy insights that support informed decision-making for accountable and trustworthy AI.

Dr. Robert Kerwin Billones

Project Leader, AI Governance and Safety Research Initiative

Dr. Robert Kerwin C. Billones is a full professor in the Department of Manufacturing Engineering and Management at De La Salle University, Manila, Philippines. He is also a Research Fellow at the Intelligent Systems Laboratory Research Unit of the Center for Engineering and Sustainable Development Research. In 2018, he earned his Doctor of Philosophy in Electronics and Communications Engineering from De La Salle University.

Dr. Billones was a fellow of the Leaders in Innovation Fellowship (LIF) program of the Royal Academy of Engineering (RAEng) in London, completed in partnership with the Asian Institute of Management in the Philippines. His work focuses on AI governance and innovation ecosystems that support responsible and impactful technology development.

He is a founding member of the Asia-Europe for Artificial Intelligence (AE4AI) Network of the Asia-Europe Foundation (ASEF), where he currently serves as Asia Coordinator for AI Governance. He is also a member of the Department of Trade and Industry – Bureau of Philippine Standards Technical Committee on Information Technology, Subcommittee on Artificial Intelligence and Quantum Technologies (BPS/TC 60/SC4), and a co-founder of Intelligent Systems Innovation (ISI, Inc.), an AI startup participating in the NVIDIA Inception Program.

To advance responsible, human-centered, and trustworthy AI through interdisciplinary research, governance innovation, and the development of practical tools that ensure AI systems are safe, ethical, transparent, and accountable across government, industry, and academia.

Royal Academy of Engineering Partnership and Funding Overview

The Royal Academy of Engineering (RAEng) is the UK's national academy for
engineering and technology, and one of the most respected sources of engineering grants
and research funding in the country. As a charity, National Academy and Fellowship, the
Academy runs a programme of grants and prizes that support the pursuit of engineering
activities and enable closer contact between academia and industry.

Its funding spans three broad pillars. Support for Research backs world-leading engineers
through fellowships such as Research Fellowships, the Chair in Emerging Technologies,
Green Future Fellowships and Industrial Fellowships. Support for Education strengthens
the skills pipeline with scholarships and bursaries for students at every level. The Ingenious
public engagement grants scheme funds projects that connect engineers with the public.

From early-career researchers to established academics and entrepreneurs, RAEng grants
offer some of the UK's most prestigious routes to engineering research funding.

Policy Innovation and Case Studies

We develop risk-based AI governance frameworks, regulatory models, and capability evaluation protocols aligned with UNESCO, OECD, and World Bank principles to guide safe and accountable AI implementation.

Algorithmic Tools Development

We build and test technical methods such as capability evaluation, risk testing, privacy-preserving data techniques, and audit tooling to support safer deployment and more informed decision-making.

Capacity-Building and Ecosystem Development

We strengthen AI readiness through workshops, shared resources, and international research partnerships that connect experts with global leaders in AI governance.
